Requires Federal agencies to prepare a full, unredacted benefit–cost analysis and give it to their Office of Inspector General (OIG) before carrying out certain relocations. The OIG must review that analysis and, within 90 days of receiving it, report to specified Congressional committees on the data, conclusions, and whether the agency followed OMB Circular A–4 (as of Sept 17, 2003). Non‑confidential material must be released to the public, and the text defines key terms (including “covered relocation”).
