Establishes a Department of Energy competitive, merit-reviewed Critical Materials Processing Technology Testbed to support research, development, and scalable performance testing of novel processing technologies and feedstock materials for critical minerals. The program funds single- or multi-site testbeds run by national labs, universities, private companies, or collaborations and emphasizes reduced energy and water use, lower pollution and waste toxicity, improved recovery efficiency, worker safety, broader feedstock applicability, and nontraditional processing approaches. Authorizes up to five-year awards (renewable once) and specifies coordination requirements for technology transfer, intellectual property retention in the United States, EPA consultation on environmental and regulatory alignment, and avoidance of duplication with other federal and nonfederal research. Appropriates $150 million for FY2027 and $25 million per year for FY2028–2031, subject to appropriations, and allows the Secretary to require cost-sharing from non–National Laboratory entities.
