Requires the Under Secretary of Defense for Acquisition and Sustainment to deliver a plan within 180 days to a DoD collaborative forum, the Defense Logistics Agency (DLA), and congressional defense committees describing how to ensure production of critical readiness items. It directs the collaborative forum to form a working group to identify or develop advanced manufacturing solutions that will enable production of those items within 24 months, and requires the DLA Director to mark items on the No Bid Solicitation List within 60 days of receiving the plan. The bill also adds statutory definitions for the No Bid Solicitation List and for “covered system.”
