Requires parts of the Department of Homeland Security (DHS) that are in the DHS Intelligence Enterprise to take part in the Office of the Director of National Intelligence (ODNI) Intelligence Community Civilian Joint Duty Program. This program places civilian intelligence employees in temporary assignments across agencies to build skills and improve collaboration.
Participation must follow policies set by the Director of National Intelligence. The change aligns DHS intelligence units with a standard, government‑wide rotation program and is an internal workforce requirement, not a funding or tax change.
