Directs the Clerk of the House to request that the Senate return a recently considered bill to the House. That bill would change federal law to restrict the construction of new courthouses in some situations. This is a single-paragraph procedural instruction: it does not itself change policy or spending, but asks the Senate to send back a bill that proposes limits on new federal courthouse construction so the House can consider it further.
