Requires the Speaker to notify the full House when the House has initiated or intervened in a civil action under the referenced resolution. Directs the House Office of the General Counsel to represent the House in any such civil action at the Speaker’s direction and authorizes that Office to hire outside counsel and other experts to carry out that representation.
