Creates a coordinated DOD–USDA research and development program to strengthen agriculture and food defense. The Departments must sign an interagency agreement, run competitive, merit-reviewed solicitations open to government labs, universities, nonprofits, and industry, and may provide public–private partnership grants that require equal non‑Federal matching funds. The program must prioritize high‑payoff technologies that need initial Federal investment and must adopt comprehensive research‑security practices covering partner vetting, continuous monitoring, cybersecurity, supply‑chain protection, and information sharing. Research areas include engineering and mechanization across the agrifood supply chain, agricultural data architectures and AI/ML, biological sciences for resilience and biosecurity, feedstocks for bioindustrial manufacturing, natural resource management, and other topics linked to national security and agricultural resilience. The law permits leveraging existing international agreements and conditions collaboration on mutually agreed research‑security procedures.
