Creates a new career position in the Department of Transportation: the National Roadway Safety Advocate. The Advocate will be a centralized point of contact for road crash victims, survivors, and their families, collect and document stakeholder recommendations for the Secretary, provide plain-language education about Department activities, build relationships with affected communities, publish accessible materials, consult on advisory committee appointments, meet regularly with the Secretary, and submit an annual report. The Office of the Under Secretary of Transportation for Policy must establish the position within 180 days, provide funding, support, and access to Department documents, and the Advocate is limited from acting as legal counsel or taking enforcement/policymaking actions.
