The bill prevents the use of taxpayer-funded naming to promote a sitting President and protects federal grantees from being forced to adopt presidential names, at the cost of limiting the executive branch's recognition tools and imposing modest additional compliance costs on agencies and recipients.
Federal agencies and the public: taxpayer-funded facilities and properties are prohibited from being used to promote the sitting President, preserving government neutrality in federal naming decisions.
Recipients of federal funds (state and local governments and other grant recipients): cannot be required or pressured to name facilities after the sitting President, protecting them from political branding or coercion tied to federal funding.
Federal officials and the Presidency: reduces the ability of the President and executive-branch actors to honor individuals or achievements by naming taxpayer-funded facilities during the President's term, limiting a tool for recognition tied to administration initiatives.

Prohibits the President and executive branch officials from naming or designating any public facility after the sitting President while that President is in office. “Public facility” covers federal agency buildings and any building or facility run by an entity that receives federal funds. The bill is short and narrowly focused: it only adds a naming restriction and a definition of covered facilities; it does not create programs, appropriate funds, or change other substantive law.
