This bill changes how for‑profit colleges count money from online and hybrid classes. It lets them count that money as “nonfederal” when meeting the 90/10 rule, which says these schools must get at least 10% of their revenue from sources other than federal student aid. Right now, the Department of Education does not let schools count revenue from distance education toward that 10%. This bill would remove that ban so those dollars can count toward the rule.
