This bill tells the Small Business Administration (SBA) to study the real-world challenges people with disabilities face when starting and running a business, and send a detailed report to Congress. The report is due within 180 days after the law takes effect and must cover needs and barriers, what help the SBA already offers, how well outreach works (including SBA district and regional offices, Small Business Development Centers, and Women’s Business Centers), any gaps in support, how entrepreneurs use SBA resources, and ideas for new laws to fix problems. No new funding is provided for this work. A summary from the Library of Congress confirms that the report must assess challenges and include recommendations for legislative action.
