Requires the Small Business Administration to deliver a report to Congress within 180 days on the challenges people with disabilities face when starting and running businesses. The report must identify needs, evaluate outreach, list existing resources, review joint efforts, highlight gaps, assess access barriers, and recommend legislative fixes. It does not create new programs or funding. The goal is to give Congress clear information to shape future policies that better support entrepreneurs with disabilities.
