Incarcerated people who remain eligible to vote receive clear, timely, multilingual (English and Spanish) and disability-accessible instructions and assistance before each election, making it easier for them to register and request absentee ballots.
Re-entry coordinators and facilities get State-specific registration and absentee ballot forms plus prepaid envelopes, lowering logistical barriers and helping eligible inmates actually submit registration and absentee requests.
Taxpayers or the Bureau of Prisons will incur administrative costs to prepare, print, distribute, and post materials and to provide election assistance before each election.
Implementation will add workload for Bureau staff and Re-entry Affairs Coordinators, potentially diverting time and resources away from other reentry services.
If State voting rules are complex or change frequently, inmates could receive confusing or incorrect guidance without careful coordination with State election authorities, risking failed registrations or missed absentee requests.

Requires the Bureau of Prisons to give eligible federal inmates and facility re-entry coordinators information and materials to register and vote absentee in States that allow incarcerated people in BOP custody to vote. Materials must be sent through TRULINCS (or a successor system) and made available physically in facilities and on the BOP website, in English and Spanish where States provide both, and with assistance for inmates with recognized disabilities. The Director must deliver state-specific voter registration criteria, printed forms, prepaid envelopes, and instructions to facility coordinators at least 90 days before any federal, state, or local election, and provide individual-eligible inmates information on how to register and request absentee ballots via the secure messaging system and other channels.
