Requires national standards, interagency method calibration, open data practices that respect Tribal data sovereignty, partner engagement (States, Tribes, Councils, academia, industry), and annual reporting on pilot progress and findings. Authorizes NOAA to support research, technology transfer, and innovation for eDNA/eRNA methods and designates testbeds to align federal activities and reduce duplication.
