Sets default start times for daily sittings of the House of Representatives. Unless the House orders otherwise, meetings begin at 2:00 p.m. on Mondays; at noon on Tuesdays (but at 2:00 p.m. if no legislative business occurred the previous Monday); at noon on Wednesdays and Thursdays; and at 9:00 a.m. on all other days of the week. The change is procedural only: it fixes routine daily start times for floor sessions. It does not create new programs, change funding, or alter substantive policy — it simply standardizes when the House will convene each day unless a different time is ordered by the House.
