Fixing the daily hour of meeting of the First Session of the One Hundred Nineteenth Congress.

Sets default start times for daily sittings of the House of Representatives. Unless the House orders otherwise, meetings begin at 2:00 p.m. on Mondays; at noon on Tuesdays (but at 2:00 p.m. if no legislative business occurred the previous Monday); at noon on Wednesdays and Thursdays; and at 9:00 a.m. on all other days of the week.

The change is procedural only: it fixes routine daily start times for floor sessions. It does not create new programs, change funding, or alter substantive policy — it simply standardizes when the House will convene each day unless a different time is ordered by the House.
