Authorizes the Secretary of Defense to create one or more National Security and Defense Artificial Intelligence Institutes at eligible U.S. universities and senior military colleges. The institutes will receive competitive, merit-reviewed grants for up to five years (renewable once) to carry out AI research, workforce development, creation of datasets and testbeds, computing access, technical assistance, outreach, and partnerships across federal, academic, nonprofit, industry, state/local, and Tribal partners to advance foundational AI capabilities for national security and defense. The program excludes foreign entities, allows collaboration with other federal agencies, and aims to strengthen interdisciplinary research, translate academic advances into defense-relevant tools, and build an innovation ecosystem and trained workforce for national security uses of AI.
