Increases the share of federal-aid highway funds that may be transferred from one account to another from 50% to 75% by amending the language in 23 U.S.C. 126(a). The change gives state and local transportation officials more flexibility to move existing federal highway dollars where they are needed without creating new appropriations.
This is a narrow, technical change: it does not create new funding, change tax law, or add new programs — it only raises the cap on how much of certain federal-aid highway funds can be shifted between accounts.
