Creates a federal program at the Department of Energy to collect, sequence, catalogue, and store whole genomes, peptides, metabolites, and associated metadata from animals, plants, fungi, and microbes found at selected extreme or at-risk locations. It requires use or establishment of a sequence database accessible to U.S. users, collaboration with outside partners, limits sharing with adversary nations/foreign persons to the maximum extent practicable, and a plan within one year to build a hardened long-term storage facility for the collected samples and material that can operate during catastrophic incidents. Sets short statutory deadlines: the Secretary of Energy must create the initiative within 90 days, DHS may contract for sample collection, the agency must select at least five sampling locations within 180 days (including at least one very deep underground mine), and the DOE must produce a plan for a long-term storage facility within one year.
