Requires the Secretary of Housing and Urban Development to commission an independent, nonpartisan study on how manufactured homes built to the Federal Manufactured Home Construction and Safety Standards perform in areas subject to frequent natural hazards and extreme weather. The study must be contracted within 90 days of enactment and a public report submitted to relevant congressional committees and posted online within 180 days. The study must evaluate modern manufactured-home performance in high-risk areas, assess installation-related Standard requirements, recommend Standards improvements and timelines, estimate cost and affordability effects, identify industry practices exceeding current Standards, and note data gaps with strategies to improve data collection.
