This bill changes how Medicare marketing is policed and how independent agents and brokers work. It tells the health department to update the definition of third‑party marketing groups, create a tip reward for people who report call centers running Medicare marketing scams, and set up one simple, nationwide sign‑up system for independent agents and brokers. It also aims to cut red tape for agents helping their existing clients, compared to new customers . The department must take public comments for at least 90 days and finish these new rules within one year, with limited extra review time .
For Medicare shoppers, it ends the rule that forced a 48‑hour wait between signing a “scope of appointment” and meeting with an independent agent or broker, so meetings can happen sooner while other protections remain . The Inspector General must also study predatory call centers tied to Medicare and report findings and recommendations within one year .
