Amends subsection (b) and subsection (h)(8)(A) of 42 U.S.C. 1786 to (1) replace the definition of 'competitive bidding' to require selection of two manufacturers (a primary and a secondary) based on sealed bids; (2) replace specified terms in paragraph (22) with the term 'manufacturer' and change 'a contract is awarded' to 'contracts are awarded'; and (3) in subsection (h)(8)(A) replace 'primary' with 'manufacturer' in clause (ii)(I) and replace specified terms with 'manufacturer' in clause (v).
