Changes federal law to treat human cadaveric islets (cells from deceased donors used for islet transplantation) as a distinct category under the Public Health Service Act and clarifies that these islets are not to be regulated as drugs, biological products, or human cells/tissues for transplantation (HCT/Ps). The bill directs the HHS Secretary to update regulations within one year and to report progress to Congress within six months.
