Creates a one-year pilot at the U.S. Patent and Trademark Office to speed up examination of original utility patent applications that claim certain critical or emerging technologies (for example, specified AI, semiconductor, and quantum capabilities). The Director must set up the program within one year, define participation rules, limit the number and duration of applications accepted, publish basic program data, and report to Congress after the pilot ends. Applicants must be non-foreign entities and meet specified application-type requirements.
