Rewrites part of the Low-Income Home Energy Assistance Act formula by truncating the current language in the statute that governs State allotments. It also requires the Department of Health and Human Services to publish a regulation explaining exactly how State LIHEAP allotments will be calculated, which data sources ACF will use, and how often and by what method those data will be updated to keep allotments accurate.
