This measure creates a three-year pilot program to help buy blue catfish caught in the Chesapeake Bay region. The Commerce Department would give funding to companies that make pet food, animal feed, or aquaculture feed so they can buy blue catfish from local watermen or seafood processors. The agency will set a minimum price per pound that buyers must pay, and up to 15% of the funds can help cover transport to processing facilities. Watermen and processors must certify the fish were caught within the Chesapeake Bay Watershed.
The program also requires a report to Congress after it ends, tracking fish caught, market response, effects on other species and the Bay, and the economic impact on watermen. It asks for advice on whether to continue or expand the program to other watersheds, including ideas for dealing with invasive carp and other aquatic invasive species.
