Limits the coinsurance a patient must pay for certain facility services billed by ambulatory surgical centers (ASCs). If the coinsurance would exceed that year’s inpatient hospital deductible, the Secretary must reduce the patient’s coinsurance to equal the deductible and pay the ASC the difference.
