Requires the Secretary of State to produce and deliver, within 180 days of enactment, an unclassified written strategy for U.S. security assistance to Mexico that describes plans to dismantle transnational criminal networks (including fentanyl traffickers), strengthen Mexico’s security institutions (military, public security, civilian law enforcement, prosecutors, and courts), and set implementation steps and performance measures. The Secretary must brief the named congressional committees within one year of delivery and provide annual implementation briefings thereafter (with an optional classified annex).
