The bill expands options for veterans to use education benefits to earn college credit and shorten time-to-degree, but does so while reducing months of entitlement, imposing a $500 cap that may leave gaps in coverage, and creating administrative/reimbursement complexities that could delay access and payment.
Veterans can use GI Bill and other VA education benefits to pay up to $500 per credit‑earning exam (e.g., DSST, CLEP, NCRC, portfolio assessments), increasing covered options for earning college credit.
Using benefits to pay for credit‑earning exams can shorten time to degree and reduce tuition/time costs by granting college credit for prior learning.
The bill clarifies definitions and program approval standards, reducing administrative uncertainty for institutions and beneficiaries about which programs and tests are eligible.
Veterans' months of entitlement will be reduced when benefits pay for exams, meaning use of the benefit for tests will deplete a portion of their overall education entitlement.
The $500 per‑exam cap may not cover some institutions' or providers' fees, leaving veterans responsible for any excess out‑of‑pocket costs.
Charging fractional months of entitlement and coordinating VA/DoD accounting, plus potential slow processing, creates administrative and reimbursement complexity that could delay benefits, confuse beneficiaries, and create uncertain payments for institutions and third‑party providers.

Allows people eligible for veterans education benefits to use those benefits to pay for examinations and assessments that can earn college credit. Benefits will cover the lesser of the exam charge or $500 per test, and use of this benefit reduces months of entitlement by dividing the exam payment (capped at $500) by the individual’s monthly rate of educational assistance. Charges counted under laws administered by the Department of Veterans Affairs will not reduce Department of Defense education entitlements (for example, DoD Tuition Assistance).
