Repeals the federal charter that Congress previously granted to the National Education Association (NEA) by removing chapter 1511 of title 36, United States Code. The law simply eliminates the statutory federal recognition (the congressional charter) that had been conferred on the NEA. The bill contains two short sections: a short-title clause and the single repeal provision. The repeal takes effect when the law is enacted into statute.
