This bill would block the export of advanced AI computer chips to China unless two things happen: the Commerce Department signs off after a security review, and Congress passes a joint resolution allowing that specific shipment to go forward. The review must involve national security agencies and weigh risks like military use, human rights abuse, and the impact on U.S. tech leadership and American jobs. Each approved shipment would be reported to Congress with details about the chip, the Chinese recipient, the planned use, and the reasons for approval. Without a new law for that shipment, it can’t go.
There are narrow exceptions for humanitarian uses, U.S. embassy or consulate needs in China, and previously exported chips being returned for repair or replacement. The law would automatically end three years after it takes effect.
