This bill would block entry to the United States for anyone who carried out, helped plan, financed, or supported the Hamas attacks on Israel that began on October 7, 2023. It also says these individuals cannot get immigration protections like asylum or other safeguards that would normally stop deportation to a country where they might be harmed .
It also bars entry for members of Hamas or Palestinian Islamic Jihad, and expands an existing rule so that all members of the Palestine Liberation Organization (PLO) would be blocked from entering the U.S. (not just officers or spokespersons, as before). The Department of Homeland Security would have to report each year, starting within one year, on how many people were found inadmissible or deportable under these rules.
