Requires executive agencies to prepare and send a detailed electronic report after a lapse in appropriations (a "covered period") and sets deadlines for agencies, congressional committees, and the Office of Personnel Management to publish and consolidate those reports. Reports must be unclassified for public release but may include a separate classified annex when needed.
