This proposal would set a “one flag” rule for many federal buildings. Only the U.S. flag could be flown on the outside or in public indoor areas, like entryways and hallways. It covers federal public buildings, buildings used by Congress, military bases, and U.S. embassies and consulates .
There are several clear exceptions. Certain flags could still be displayed, including POW/MIA and Hostage and Wrongful Detainee flags, flags of visiting foreign governments, a Member of Congress’s own state flag near their office, Armed Forces and military unit flags, historic U.S. flags (like the Betsy Ross, Gadsden, or Bennington flags), public safety flags, flags for national days of remembrance (such as 9/11, Veterans Day, Memorial Day), religious flags during religious services on military bases, federal agency flags, flags of Indian Tribes, and flags of the state or local area where the building is located.
