To amend the Internal Revenue Code of 1986 to provide a charitable deduction for the contribution of the use of certain property by community learning centers.
To amend titles XVIII and XIX of the Social Security Act ensure appropriate approval for certain skilled nursing facility and nursing facility nursing aide training and competency evaluation programs under the Medicare and Medicaid program.
Direct the Inspector General of the Department of Health and Human Services to investigate certain payment increases under State programs funded by the Department of Health and Human Services.
Amend the National Agricultural Research, Extension, and Teaching Policy Act of 1977 to reauthorize the Agriculture Advanced Research and Development Authority, and for other purposes.
