Requires the Department of Health and Human Services to issue final regulations that guarantee physicians who hold hospital medical staff privileges a confidential fair hearing and an appellate review before their privileges or professional activities are restricted, limited, or terminated. The rules bar hospitals or third parties from denying those hearings through contracts or by forcing physicians to waive rights as a condition of employment, and must take effect within 18 months of enactment.
