Economic Espionage Prevention Act
The bill strengthens tools to block sensitive technology from reaching Russia and increases congressional oversight, but does so at the cost of higher compliance burdens, diplomatic friction with the PRC, potential due-process and travel impacts, and new regulatory uncertainty for businesses.
To direct the Director of the National Science Foundation to carry out activities to support biotechnology workforce pathways and alignment with Federal research investments, and for other purposes.
To amend title 38, United States Code, to modify the rate of pay for care or services provided under the Community Care Program of the Department of Veterans Affairs based on the location at which such care or services were provided, and for other purposes.
The bill increases payment accuracy and can reduce VA spending by tying reimbursements to specific care locations and requiring location-specific NPIs, but it shifts revenue and administrative burdens onto some providers—especially small or rural facilities—and risks reduced provider participation and short-term processing disruptions that could limit veterans' access to care.

Forestry Protection Act of 2026
Make DC Square Again Act
The bill transfers territory to D.C., giving local residents representation and legal clarity while shifting taxes, governance, and service responsibilities in ways that could increase costs, administrative burdens, and legal uncertainty for residents, Virginia governments, and taxpayers.
CLEAR LABELS Act
The bill strengthens drug supply-chain transparency and makes import labeling simpler to speed safety responses and ease compliance, but it creates new compliance and administrative costs that may raise prices, burden regulators, and could reduce customs origin transparency or expose proprietary information.
Export Dispute Resolution Act
The bill speeds and clarifies export-licensing outcomes for state governments by imposing majority votes and an explicit embargo definition, at the cost of concentrating tie-breaking power and risking rushed or less nuanced decisions on sensitive national-security exports.
HBCU Empowerment and Reform Act
The bill extends federal HBCU Part B eligibility to additional historically Black colleges—broadening access and promoting equity for students and institutions—while risking smaller per-school grant awards and added administrative burden unless funding and administrative capacity are increased.
Humanitarian Theft Enforcement Act
The bill strengthens the government's ability to recover and deter diversion of U.S. humanitarian aid—restoring funds and increasing accountability—but risks diplomatic friction, potential political use of waiver authority that could weaken enforcement, and budgetary/oversight complications.
