Wisdom, Justice, Moderation
To amend the FISA Amendments Act of 2008 to extend the authorities of title VII of the Foreign Intelligence Surveillance Act of 1978 through April 30, 2026, and for other purposes.
The bill prevents disruptive gaps and reduces statutory conflicts for surveillance authorities—supporting continuity for national security and clearer rules for providers—while accelerating an effective date that may extend surveillance powers with less congressional debate, raising privacy, oversight, and compliance concerns.
To repeal certain provisions relating to notification to Senate offices regarding legal process on disclosure of Senate data, and for other purposes.
This bill restores prior law and legal certainty for agencies and states but does so by rescinding any new benefits created by Section 213 and imposing short-term administrative costs to reverse implementation.
Removing Barriers to Work for Disabled Americans Act
To amend title 5, United States Code, to add certain employees of the Bureau of Alcohol, Tobacco, Firearms and Explosives to the definition of employees in fire protection activities for the purpose of compensation for certain illnesses and diseases deemed to be proximately caused by employment in fire protection activities.
To amend the Internal Revenue Code of 1986 to deny deduction for outsourcing payments.
The bill seeks to raise revenue and curb profit‑shifting/offshoring by denying deductions for certain cross‑border service payments and strengthening anti‑avoidance authority, but it increases tax costs for businesses, may raise consumer prices, and adds compliance burden and dispute risk.
Expedited Guaranteed Lender Pilot Program Act
The bill speeds bridge lending for small agricultural borrowers and reduces lender paperwork while increasing transparency, but it raises taxpayer risk, may create unequal access for those using non-preferred lenders, and provides only temporary relief through a 2031 sunset.
Purple Heart Freedom to Work Act
The bill eases and preserves disability benefits and work allowances for Purple Heart recipients—helping injured veterans and their families—but raises program costs and creates short-term timing and clarity concerns for beneficiaries and administrators.
Commodity Futures Trading Commission Research and Development Modernization Act of 2025
The bill speeds and structures the Commission's ability to run R&D and access emerging technologies for financial-sector oversight, but does so by temporarily expanding flexible procurement and outside-contribution authorities that raise accountability, conflict-of-interest, and implementation concerns.
Ocmulgee Mounds National Park and Preserve Establishment Act
The bill secures tribal land, jurisdiction, and cultural preservation while upgrading Ocmulgee to National Park status and supporting local tourism, but it shifts tax/jurisdictional authority, raises federal costs, and leaves some limits on tribal influence and implementation details unresolved.
Providing for consideration of the bill (H.R. 3898) to amend the Federal Water Pollution Control Act to make targeted reforms with respect to waters of the United States and other matters, and for other purposes; providing for consideration of the bill (H.R. 3383) to amend the Investment Company Act of 1940 with respect to the authority of closed-end companies to invest in private funds; providing for consideration of the bill (H.R. 3638) to direct the Secretary of Energy to prepare periodic assessments and submit reports on the supply chain for the generation and transmission of electricity, and for other purposes; providing for consideration of the bill (H.R. 3628) to amend the Public Utility Regulatory Policies Act of 1978 to add a standard related to State consideration of reliable generation, and for other purposes; providing for consideration of the bill (H.R. 3668) to promote interagency coordination for reviewing certain authorizations under section 3 of the Natural Gas Act, and for other purposes; providing for consideration of the bill (S. 1071) to require the Secretary of Veterans Affairs to disinter the remains of Fernando V. Cota from Fort Sam Houston National Cemetery, Texas, and for other purposes; and for other purposes.
This resolution trades broader member amendment rights, procedural checks, and public deliberation for faster, more predictable floor consideration of several measures, improving efficiency but raising risks to oversight, transparency, and careful review of regulatory and legal impacts.
