Rescissions Act of 2025
The bill reduces near-term federal obligations and preserves a handful of targeted global health and food-aid programs, but does so by rescinding broader foreign assistance, refugee/crisis funding, and administrative resources—trading short-term domestic fiscal savings and select protections for reduced U.S. aid capacity and diplomatic influence abroad.
Authorizing the Speaker to appoint a committee to notify the President of the assembly of the Congress.
To inform the Senate that a quorum of the House has assembled and of the election of the Speaker and the Clerk.
