Veterans’ Transition to Trucking Act of 2025
The bill expands veterans' access to multi‑State, VA‑approved truck‑driving apprenticeships and eases entry into trucking careers by creating a federal approval path, while shifting oversight away from states and creating potential administrative burdens and costs for the VA, schools, and taxpayers.
To provide funding for programs and activities under the SUPPORT for Patients and Communities Act.
No Cashing In Act
The bill increases transparency and curbs the revolving door—potentially lowering taxpayer pension costs—at the expense of longer post‑service reporting, reduced retirement income and career options for some former Members, and higher administrative oversight costs.
SAFEGUARD Veterans Act of 2026

ATIIP Reauthorization and Improvement Act
The bill provides predictable, dedicated funding and administrative stability for active-transportation projects at the state and local level, but does so by earmarking Highway Trust Fund dollars and restricting transfers—reducing flexibility and increasing federal spending obligations that could divert resources from vehicle-focused highway programs.
Protecting American Railroad Workers’ Jobs Act of 2026
The bill strengthens rail safety and clarifies legal authority for cross‑border operations by requiring U.S.-authorized crews and border inspections, but does so at the expense of added delays and costs for shippers/consumers, potential job losses for cross‑border crew members, concentrated burdens on border towns, and civil‑liberties concerns tied to immigration-based work restrictions.
Rural Child Care Access Act
The bill directs targeted federal funding and data collection to improve child care facilities and access in rural and small communities, trading a meaningful federal expenditure and administrative/eligibility limits that could leave some needs unmet or impose burdens on small providers.
CLEAN Act
The bill makes independent congressional ethics oversight permanent and strengthens due‑process protections, but it also imposes term limits and tight vacancy deadlines that may cause turnover, loss of expertise, and rushed appointments.
SERVE Act
The bill restores health, mental-health, education, housing, and burial benefits to LGBTQ+ former service members discharged for sexual orientation or gender identity — improving care, supports, and transparency — while creating modest fiscal and administrative burdens and some potential eligibility disputes during implementation.
To amend title 23, United States Code, with respect to the amounts States are guaranteed under the highway apportionment formula, and for other purposes.
The bill ensures a small, predictable minimum of federal highway funding for states and localities, improving project planning, at the cost of reduced allocation flexibility and added budgetary constraints that could crowd out other transportation priorities or require more funding overall.
