Ernest Peltz Accrued Veterans Benefits Act

To amend the National Defense Authorization Act for Fiscal Year 2021 to prohibit certain institutions of higher education from receiving research and development awards, and for other purposes.
The bill reduces risks of foreign influence and technology transfer in sensitive federally funded research, but at the cost of restricting grant access for institutions with certain foreign ties, potentially chilling collaboration, concentrating awards, and creating compliance burdens that could slow scientific progress and harm research communities.
To amend the Research and Development, Competition, and Innovation Act to require each institution of higher education to certify as part of an application for a research and development award that such institution does not operate certain branch campuses, and for other purposes.
The bill tightens eligibility to protect federally funded research from potential foreign influence by targeting institutions with branch campuses in certain countries, but it risks excluding affected universities from funding, limiting collaborations and student mobility, and imposing compliance costs.
American Security Robotics Act of 2026
The bill trades stronger national-security protections by blocking potentially risky foreign-made UGVs and restricting federal spending on them against higher procurement and retrofit costs, administrative burdens, and possible short-term operational gaps if alternatives or certification processes lag.
Trucking Security and CCP Disclosure Act of 2026
The bill strengthens national-security oversight and DoD accountability over who moves military freight, but does so by imposing new registration, recordkeeping, and verification requirements that raise costs, can exclude small carriers, create operational delays, and introduce regulatory and privacy risks.
Truman Scholarship Clean House Act
The bill strengthens governance, transparency, and procedural clarity for the Truman Scholarship program — improving fairness and program integrity for many — but does so by tightening eligibility rules, increasing vetting and administrative costs, risking short-term operational disruption, and imposing privacy and financial burdens on some students.
