Prohibits the Army from retiring, deactivating, scheduling to deactivate, or otherwise reducing the capabilities, resources, aircraft, or personnel of any Expeditionary Combat Aviation Brigade (ECAB) from current levels during fiscal years 2027–2031 unless the Secretary of the Army certifies a recapitalization and restoration plan to congressional defense committees. Requires the Army to reinstate or restore any ECAB reduced before enactment within one year, submit a sustainment and modernization plan for ECAB aircraft within 180 days, report to congressional defense committees on implementation within one year, and provides $35 million for operation and training of ECAB aircraft for FY2027.
