This proposal would change how Americans are represented in Washington. It would add twelve U.S. Senators chosen by a national popular vote, instead of by each state. It would also add twelve nationwide presidential electors who must vote for the winners of the national popular vote for President and Vice President .
In short, it aims to make the Senate and the Electoral College reflect the nationwide vote more closely by adding these new, at-large seats and electors .
