This measure would change the U.S. Constitution so that Members of Congress do not get paid for a fiscal year unless the House and Senate agree on a budget before that year begins. In short: no budget on time, no pay for that year . If adopted, this rule is meant to push Congress to pass a budget on schedule each year .
To take effect, it must be approved by three-fourths of state legislatures within seven years after Congress sends it to the states. If it is ratified, the pay rule would start the next fiscal year after it becomes part of the Constitution .
