This proposal would change the Constitution to let the President trim specific spending lines in a bill, rather than accepting or rejecting the whole thing. After using this power, the President must tell Congress within 10 days. Congress can then vote on whether to undo the cut. If two-thirds of both the House and Senate vote to disapprove, the money goes back to the original amount in the bill .
