Prohibits any institution of higher education that hosts or is affiliated with campus-based clinics that provide abortion drugs or abortions to students or employees from receiving federal funds, directly or indirectly. To remain eligible for federal awards, affected institutions must submit an annual certification to the Secretary of Education and the Secretary of Health and Human Services stating that no affiliated campus clinic provides abortion drugs or abortions. Defines key terms: “abortion drug” is broadly defined to include any drug used to intentionally kill an unborn child or intentionally terminate a pregnancy except for narrowly listed medical exceptions; “school-based service site” covers campus-located clinics that provide health services to students (but excludes hospitals); and “institution of higher education” refers to the statutory definition in the Higher Education Act.
