This bill aims to block certain foreign-owned companies or groups (“covered foreign entities”) from buying or leasing U.S. farmland. If they already hold farmland, they must sign a plan to sell within 180 days and complete the sale within one year. Violators can be fined $100 per acre per day, face criminal penalties up to five years in prison, and have land taken and sold at public auction. Noncompete agreements these entities have with their employees are void if the entity owns or leases U.S. farmland. The Department of Agriculture must issue rules and set up an office to enforce these rules within 180 days .
It also temporarily bars these entities from buying homes in the U.S. They must sell any homes they own within one year, or pay $1,000 per day for each property. The Attorney General can enforce these provisions, and the President may extend the ban in two‑year steps. The Department of Commerce must issue rules, create an enforcement office, and report to Congress on how the home‑buying ban affects the housing market within 540 days .
