Cancels the Environmental Protection Agency’s “Phase 3” greenhouse gas emissions standards for heavy-duty vehicles and declares that the EPA rule has no force or effect. In practice, the measure removes the federal regulatory requirements in that specific EPA rule, so manufacturers, truck fleets, and related industries would not be required to meet the standards set by that rule once the disapproval takes effect.
