This measure would cancel an Environmental Protection Agency (EPA) rule about hydrofluorocarbons (HFCs), the gases often used in air conditioners and refrigerators. The EPA rule set up a program to cut HFC emissions and reclaim (recover and reuse) these gases. It also created special standards for recycling certain used, ignitable refrigerants. By disapproving the rule, these new programs and standards would not go into effect. The EPA rule being targeted was published on October 11, 2024 and is titled “Phasedown of Hydrofluorocarbons: Management of Certain Hydrofluorocarbons and Substitutes Under the American Innovation and Manufacturing Act of 2020” .
In plain terms, if this passes, businesses that make, use, or recycle refrigerants would not have to follow the EPA’s new emission-cutting and reclamation steps, and the special recycling standards for some spent refrigerants would be canceled .
