Nullifies an Environmental Protection Agency final rule that would have reclassified some sources of hazardous air pollutants from "major" sources to "area" sources under the Clean Air Act. The legislation declares that the EPA rule has no force or effect, leaving affected facilities subject to the regulatory requirements that apply to major sources.
That change mainly affects regulated industrial facilities, state and federal permitting and enforcement work, and communities concerned with hazardous air pollutant emissions. It does not provide new funding or create new programs; it simply disapproves and voids the specified EPA rule effective upon enactment.
