Removes legal effect from a recent Pipeline and Hazardous Materials Safety Administration (PHMSA) rule that would have changed the name “Gulf of Mexico” to “Gulf of America.” The resolution declares that the specific Federal Register rule (90 Fed. Reg. 21434, May 20, 2025) has no force or effect, meaning the agency may not implement that editorial name change through that rule.
The action is limited to disapproving that single published rule; it does not change other pipeline safety requirements or create new regulatory obligations.
