Waives two specified House procedural rules for consideration of a referenced House bill and requires the Clerk of the House to notify the Senate that the House has passed that bill within seven days. The waivers apply only during consideration of that bill and do not change any permanent House rules. The measure is purely procedural: it alters floor procedures for a single bill and sets a short administrative deadline for sending a formal message to the Senate. It has no programmatic spending, tax, or policy provisions.
